Role Overview
The Impact and Accountability Officer will work closely with the Impact and Accountability Cluster Lead and the team to optimize CIVICUS’s capacity towards strategic impact measurement. This role is all about the CIVICUS strategic plan, helps set up systems for assigning a rating system for performance progress, and helps trigger a change of the system. This role is very important in building a learning culture, in monitoring the progress and aspirations of the strategic objectives and in ensuring the use of monitoring, evaluation, and learning (MEL) engagement towards enhancing programs and accountabilities.

Key Responsibilities
- Integrated Results Framework (IRF) Implementation: Assistance in developing and executing the IRF will support the effective measurement of strategic outcomes.
- MEL System Maintenance: All ongoing amendments relevant to newly emerging projects, in-house updates, will be fed back into the MEL system.
- Team Support: Mentoring and support to teams for evidence collection, learning, outcome documentation, and impact storytelling.
- Reporting: Assemble and produce good internal and external reports related to organizational learning and accountability.

Areas of Responsibilities & Key Activities for Remote Jobs
Impact and Accountability Approach (20%)
- Support in revising and implementing the IRF and maintaining a culture of accountability and organizational learning.
- Develop and streamline tools documenting outcomes conformation with the IRF.
- Create common reporting tools and templates for the organization.
- Identify opportunities for relating accountability into other processes of the organization.
- Assist in strategy-related processes, strategy developments, reviews, and amendments.
Monitoring, Evaluation, and Learning Systems (30%)
- To oversee major MEL systems, including the CIVICUS Online MEL System within Smartsheet.
- Support teams on the MEL system data set updates and increased usability.
- Configure and implement MEL systems for cross-organizational initiatives.
- Offer technical advice during the design of the MEL framework and feed into program improvement.

Support to Projects, Clusters, and the Alliance (30%)
- MEL support is to be provided during the project teams following the I&A work plan and the clustered needs.
- Suggest and give input to MEL plans and frameworks, contribute to project reports and feedback discussions.
- Assist in building MEL capacity in teams to support an IRF implementation.
- Put down operational, cross-cut MEL learnings into the IRF.
- Act as a representative of CIVICUS in external M&E working group and peer learning activities.

Internal and External Reporting (15%)
- Through collaboration with the Data Specialist, support the key reporting processes.
- Prepare reports and disseminate their findings for organizational learning and to present results at staff meetings. Integrate MEL insights into decision-making and reinforce accountability.
Other (5%)
- Perform other ad hoc duties as may be required.
- Exhibit and uphold the values of CIVICUS in all professional endeavors.
Person Specification for Remote Jobs
Education, Language & Qualifications
- A Degree or Diploma in M&E, International Development, or a related field.
- Excellent verbal and written communication skills in English.

Essential Knowledge, Skills, and Experience
- Minimum 5 years of professional experience in MEL concepts and approaches, with at least 2-3 years in a relevant role.
- Experience with Developmental Evaluation methods.
- Proficiency in MS Office applications such as Word, Excel, and Outlook.
- Commitment to CIVICUS’s vision, mission, and values.
- Familiarity with civil society, development, and human rights issues.
- Knowledge of online M&E tools and general tech savviness.
- Strong analytical and methodological skills for qualitative and quantitative research.
- Proven track record in evaluation and report writing.
- Excellent organizational skills and ability to meet deadlines.
- Ability to communicate effectively with diverse stakeholders.
- High degree of self-awareness and ability to work with multiple teams across time zones.
- Proactive in identifying opportunities for improvements in M&E systems.
Desirable Knowledge, Skills, and Experience
- Fluency in other UN languages is advantageous.
