- Foreign investors approved by the National Promotion Authority
- Sports clubs
- Public benefits associations

- Labor unions
- Charitable endowments, licensed agricultural plots
- Fishing activities
- Livestock operations, commercial and investment real estate
- Industrial facilities
- Small industries.
